    Some additional points.

    You need to make sure you insert them in your ear as instructed. If not, the NRR rating doesn't mean much.

    I'd add that a helmet that fits well can significantly reduce the amount of wind noise while riding. A good fit leaves much less room for the wind to get between your noggin and the helmet, thereby resulting in less of buffeting. The high-pitched rush of the wind might get annoying, but it is that ultra-low frequency rumble that wreaks havoc with your ears. If you want proof of just how loud the wind is, try this: take your MP3 player and earbuds and find how loud the music has to be to hear it at highway speeds. Then, when you're home, put in your earbuds, put on your helmet, and crank up your music to that same level. I can just about guarantee you that you'll find it to be painfully loud! Hearing damage is cumulative, so there really isn't a "safe" amount of time at a too-loud level.
